SPOILERS/NSFW - DC on SCREEN #428 - The Penguin is giving out licenses for crime, Jim Gordon is fed up, and Bruce is raining hell down on evil-doers.  Meanwhile, some criminals aren't taking Penguin's new rules lightly, and have sprung Jonathan Crane from his Arkham imprisonment in order to turn the tables on Oswald and the GCPD.  But does this episode make us hopeful for the new season?
