In September 2013, Newburyport Police Sergeant Stephen Chaisson was implicated in a case of indecent exposure. A woman using an ATM reported witnessing Chaisson engaging in a lewd act across the street. During the subsequent investigation, Chaisson failed a lie detector test and confessed to the misconduct. Instead of facing charges, he was permitted to resign quietly from the police department. Notably, despite the severity of the allegations, Chaisson later secured a position with the state.

Sgt. Steve Chaisson's case in Newburyport, Massachusetts, involved allegations of serious misconduct. He was accused of public lewdness, specifically masturbating in his vehicle while observing a woman at an ATM. An internal affairs investigation was launched by the Newburyport Police Department. Initially, Chaisson denied the accusations. However, after failing a polygraph test, he admitted to the act.Following the internal investigation, Chaisson resigned from the police force in 2013. The city's initial public statement regarding his departure was that he had resigned for "personal reasons," and they indicated the matter would remain confidential.

This lack of transparency became a point of contention.The details of Chaisson's resignation and the nature of the allegations against him remained hidden from the public until a local news organization, WCVB Channel 5, pursued the matter. They filed a public records request seeking access to the details of the case. This request was ultimately successful, with the Massachusetts Secretary of State issuing an order compelling the city to release the relevant records.

The controversy surrounding the case didn't end with the release of the information. It came to light that, after leaving the Newburyport Police Department, Chaisson had been hired by the Massachusetts Department of Public Health. He held a position as the director of compliance and investigations for their medical marijuana bureau. Following the news reports about his previous resignation and the circumstances surrounding it, Chaisson was placed on administrative leave and subsequently left his position with the Department of Public Health.

This entire sequence of events raised significant concerns about transparency and accountability, both within the Newburyport Police Department and the state Department of Public Health. The initial attempt to conceal the reason for Chaisson's resignation drew criticism, as did the question of whether the Department of Public Health was fully aware of the circumstances of his departure from law enforcement when they hired him for such a sensitive role. 

The case highlights the importance of public access to information, especially regarding matters of public trust and the conduct of public officials.
