In addition to his law degree from Duquesne University, Mangino earned a masters degree in criminology from the University of Pennsylvania. Mangino served on the Pennsylvania Joint State Government Commission's Advisory Committee on Capital Punishment and the White House Conference of School Safety and Youth Violence.
