show moreOn November 11, 2023 at approximately 1:05 AM, Deputy Christopher Olin with the Whitman County Sheriff’s Office was on patrol on NE Valley Road and he observed a red 1998 Volvo S70 driving over the center line near the intersection with Providence Court. After the driver turned onto Brandi Way, she drove over the center line again multiple times. Deputy Olin activated his emergency lights and initiated a traffic stop. He made contact with the driver, who was later identified as 22-year-old Hailey. He asked Hailey where she was coming from, and she told Deputy Olin that she was heading back to her apartment after dropping off her friends. As he was speaking with Hailey, Deputy Olin detected the odor of alcohol and observed other indicators of impairment.
Hailey admitted to consuming alcohol approximately 90 minutes prior. Based on his suspicion of impairment, Deputy Olin afforded her an opportunity to perform field sobriety exercises. The first exercise involved the Horizontal Gaze Nystagmus (HGN) test, where Deputy Olin observed 4/6 indicators of impairment. The second exercise was the Walk and Turn test, and Hailey seemed to forget the instructions when it was time for her to turn. The final exercise was the One Leg Stand test. During the One Leg Stand test and Hailey was unable to maintain her balance and failed to raise her foot in the proper fashion.Following the field sobriety tests, Hailey was asked to voluntarily take a PBT test, and it indicated a BAC of 0.10%.
Based on her admission to consuming alcohol, her inability to adequately perform the field sobriety exercises, and the results of the PBT test, Deputy Olin placed Hailey under arrest for driving under the influence. Her vehicle was parked safely in a nearby parking lot by Deputy Petersen and Deputy Olin transported Hailey to the Pullman Police Department for further processing.Deputy Olin read the Implied Consent Warnings to Hailey, and after she completed the 20-minute observation period, she agreed to take a breathalyzer test. Her Alcotest results indicated a BAC of 0.115%, which was more than the legal limit of 0.08%. Following the breathalyzer test, Hailey was transported to the Whitman County Jail in Colfax, Washington and booked into the jail. She was cited under RCW 46.61.502 for Driving under the Influence (DUI) and later released pending her court appearance.
