On August 22, 1997 the body of a female murder victim was found off the 101 freeway just south of Petaluma, California. Initially, the police and coroner believed their Jane Doe was a woman, given that she had been found nude and was sexually assaulted.
However, after a telling conversation with a 7-year-old girl and her mother, police come to find out that their Jane Doe is actually the girl’s sister, 12-year-old Georgia Lee Moses.
But… How did no one realize this was a child? And why wasn’t anyone looking for a missing 12 year old?
Nearly 24 years later, a picture is starting to form, but in order to get all the right pieces together we have to start at the very beginning… long before the headlines.
